Error importing dummy AC3 file in Scenarist

I'm trying to import a dummy audio stream into Scenarist (to fill 0x81). I dropped the original 5.1 AC3 over BeSliced, selected dummy.
When I try to import that Dummy file into Scenarist I get:

Error MPEG Audio isn't Layer II
Error MPEG Audio isn't Layer II
Error MPEG Audio isn't Layer II
Error Can't open file(N:\Temp\DVD\DIE_ANOTHER_DAY_D1\VIDEO_TS\VTS_01_VOBID_004_1 - 0x81 - Dummy.AC3).
Info 0 file(s) accepted, 1 file(s) rejected

Any advice?

although i am not really sure what the error means, you can find fully compliant audio fills (for 2ch, 6ch and DTS) at trilights site
http://dvdguides.trilight.net/ in the 'tips and tricks' section.
