i´m looking for a program that basicly shows me the info of an mp3 in a graph with the time on the x axis and the bitrate at the y axis
so i could check where the most bits are used and how far up and down the bitrate goes
is there anything like this avaible?

there's 'EncSpot' but it doesn't print all the info you're looking for.

Is there a way to graph the bitrate of a VBR mp3 over time? (x time, y bitrate)
It would be useful in determining the ideal maximum VBR bitrate. Also I would like to see how often the Mp3 spikes to maximum, mainly because I'm a geek.

Nice! Encspot does that exactly, plus the basic version is free with no spyware.

I have lots of mp3 coded with vbr mode and i don't know how high bitrate they have. My car stereo only support bitrate up to 192.
Is there a way to see max and min bitrate for a vbr mp3?
If the mp3 have to high bitrate, how can i then convert this mp3 as lossless as possible?

Winamp, foobar etc all gives the bitrate of your mp3 file.
