Video keeps teetering

Hi, can someone tell me what might be the problem with a file, if the visual screen keeps teetering, lagging, and the picture shakes? Would it be the file as it was converted or would it be my computer? Can anyone such some codecs that would help the viewing? thanks.

Here's the results of a search, using shaking video (http://forum.doom9.org/search.php?s=&action=showresults&searchid=812572&sortby=lastpost&sortorder=descending/) as keywords. There are only 45 returns, so you should be able to find something there of use without too much of a strain.
