Minimun DVD Bitrate

There is a minimal encoding value in dvd spec ? (indipendently from quality)

Is sure to encode (ie menu/chapter) at 1200/1800 ?

There is no definite minimum bitrate for DVD. It just depends on what you're encoding. If you have a still menu consisting of solid black background and white letters, you could easily get away with 1 kbit but if you have a full motion chapter menu you should probably need to go up to 3 - 4 kbit.

Generally, menus don't take up much space anyway
