I read somewhere that there are One Click DVD solutions that allow a person to make a backup of a DVD without removing the CSS Protection.
Is this possible? Which programs do this?

You cannot really do this. Although you can copy the vobs to another disc, or even re-encrypt the data after transcoder, the disc needs to be burnt in a special way which I don't believe can be done by normal writers.
It's explained better here:

Keeping CSS "is this possible?"
Doom9 gives a really good answer to your question in this thread (http://forum.doom9.org/showthread.php?s=&threadid=65201).
Also, I think those other posts are probably talking about using programs that don't show CSS. Example would be Anydvd, you can run it and don't need to decrypt to HD first, you would pull data straight off disk. Run Anydvd, start dvd2one and point source to disc, select destination on HD, click start. Basically, you've past up the need to decrypt to your hd.
Hope this helps.:D

Well.. you can do this but your backup would be useless. How? Start playing the DVD in a software DVD player to authenticate the disc, then copy the VOBs in Explorer. They will still be encrypted. However, you're lacking the CSS ring now so no player will be able to handle those VOBs.
As for burning, there are special DVD-Rs for authoring but to the best of my knowledge, you can only write content prepared for CSS insert on those. Afaik burning CSS encrypted content is impossible, and CSS can only be inserted at the authoring plant (I don't know exactly how they do it). As an authorer, even when making a commercial DVD-9 project, your content goes out not encrypted, just prepared for CSS insertion (that's an option when you compile a project in a professional DVD authoring tool).
Since I don't know the technical details of CSS insertion I can't say for sure, but if possible, the only way to do it would be if you can get somebody at the plant to make a copy for you, for instance by copying the VOBs and somehow inserting the proper CSS codes again. In other words: way too complex to be reasonably feasible.

Why would you want to keep CSS protection?
