plugin or filter to what??! AviSynth, VDub, etc ??

Be a bit more specific about what you want. Also VobSub, etc source code all exists so look into that at www.sf.net/projects/guliverkli

Well, you only have to start doing it once, then you should end up somewhere after a while. If not satisfied, start again :)
