This update does not work if you own a retail copy of Version 8.0.0.0251 - is it true?
Does it update IC7 to IC8? or IC8 to IC8.04?

your best shot would be to just try it out. I'm sure the installer will complain if you're trying to use it for something it wasn't defined for.
I believe it's an upgrade for IC7 users, but I have no idea how the whole registrating would be handled if I'm correct. I suppose you'd have to enter a code or something to get the upgrade working. When I get back home, I'll try to use it on my retail IC8 copy to determine whether it's an upgrade for IC8 or not.

okay, I've just checked it. Installation aborts with a message telling it didn't find IC7 so it is indeed an upgrade from IC7 to IC8.
