Adding chapters

Is there a way to add chapters to a film after encoding to VOBS.
I have a disc with 4 films on it and each film is a chapter but i would like to add chapters through out each film instead of jumping to the next film.

You didn't say whether or not you had menus. I'm assuming that you don't.

DVD Lab is a software with which you can do what you want. It has a 30 day trial and is available here (http://www.mediachance.com/dvdlab/index.html). I gave you the link to the main page so you could see some of what it does. To download it, navigate to "History" on the page.

You can also do what you want with IFO Edit but it involves de-muxing what you already have and it doesn't create menus. If this is an option you'd like to explore and you already have chapter menus or if you don't care that you don't have them, post and we can explore that option.
