Which tools can help me to convert sub file which demux from dvddecrypter to scanarist format?

and which tools can adjust its time code??

Open the idx with subrip & rip your subs (just like from a standard vob). It also comes with a colour preset for Scenarist. Subtitle Workshop can deal with sst files.

(I have not done this for Scenarist files myself, so no guarantees)
