What is the source of this feed, and what is your methodology for viewing/saving it ? From your question I'm not really sure what you're asking.

Nope I dont want to save it, I just want to take in a live audio feed, for example radio and delay it say 3 seconds then output it through some speakers. Any help greatly appreciated

definitely sounds easier to do in hardware, though completely plausible in software. If i were you, i'd do some searching on the internet for such a hardware device, if i have time later, I will try as well.

What you are looking for is a "acoustic delay line", or "sonic delay line", or go to google and type in "software audio delay line" and pick your solution.
