I mean the original VD built-in filters, in VDF format?

They can be recoded as external filters, with some exceptions. But it is a technical procedure involving coding and compilation. It's not something a user would want to get involved in.

A recode of the resize filter (with an improved ui) is available on the VDubMod dl page.

The source is in the VDubMod15 cvs tree as part of the whole VDubMod project (I admit, thats a bit hidden).
