capture using avisynth source plugin?

is there something like an avisynth source plugin (in development) that is able to read data from a tv-card?
this would be great for ex. to add effects with filters to a video in realtime. kind of a magic mirror, where you can see you but motion blurred or with fancy colors...

It cannot be done by a filter, but a wrapper application could nicely use AviSynth for processing, as ffdshow is able to pass video through AviSynth.
