I've finally managed this after long hours of research..
I have Roxio Easy DVD.. and it complained about 23.97 vidoes being loaded on the DVD recorder, so this is the process..
- First save audio of AVI using NanDub to WAV
- Check the aspect ratio using Gspot with, and adjust it using Avisynth
- Convert AVI to MPEG2 format using CCE
- Perfom a pulldown using PULLDOWN.EXE
- Convert the WAV to MP2 using BeSweet
- Join the MPEG2 and the MP2 audio using TMPGen MPEG Tools

the main idea is to use pulldown on the mpeg-2 video, without that, it will remain at 23.97!
