How to install subtitle peramently? (burning or muxing)

Whats the difference of burning a subtitle in and muxing it? What program to use if I'm going to burn/mux it into my avi so then its part of the picture. After I also need to use TMPG to get it to Mpeg which then burned to a VCD.
