Have some trouble encode mp2 to mp3!

Using lame_enc.dll v1.28 (4/6/2002), Engine 3.92 <http://www.mp3dev.org/>.
But with v1.4RC7 the -noid3 command dosen't work!
Have XP pro with sp1 p4 2.4ghz
