Change 'File Created/Modified' info inXP to earlier date?

Hi, does anyone know if this is possible.

I would like to re-write the attributes of a file so that the properties panel shows the date created and modified to be an earlier one.
Does anyone know of a tool that can do this, preferably under XP.
The OS is Win XP Pro using NTFS file system.

Thanks, thats exactly what I want to do.
The only problem is I don't have any access rights in order to install the software. I guess I need a stand alone exe file.
