I have read many different guides, but I am still having some problems understanding some audio and video snags. I used nandub to save the audio from the avi as a wav, then stripped off the header with besliced. Now I have a "audio_fixed.ac3" file. I dropped this into the audio iso folder in Nero 6 thinking that this would be read by the dvd player as Dolby Digital. I played the disc fine in my computer with no audio. The video wouldn't display on my t.v.-duh-Pal encoded. But, for the audio problem, what's up? Am I way off base here? If I am what should it be encoded as?

I am also trying to convert from Pal to NTSC and think that I could figure out what to do there(using some avisynth?), but if anyone has suggestions, feel free to comment

you need to mux the ac3 file with your video into a .vob file. try the guides on this (http://www.doom9.org/mpg/dvdauthoring.htm) page to see if they help.

If you're dealing with a non interlaced PAL source you can read this (http://forum.doom9.org/showthread.php?s=&threadid=59372) thread for converting PAL to NTSC with Tmpegenc . if your source is interlaced use the search button and good luck!
