Background Music in VCD Menus

I'm using Phillip's VCD Toolkit to author a VCD with a menu structure, and on the main menu, where I have a menu image, I put an VCD ready MP2 file as background music. When played in a DVD player, only about 1 second of the audio is played.

Does anyone know what the problem could be?

Also, I have to make a VHS version of the video i'm creating. Would Dolby Surround signal information be sent properly from my DVD to VHS recorder?
