any ideas on how to preserve quality, yet rid of this (http://www.ilstu.edu/~epfrant/problem.jpg)problem?

Something like analysing the surrounding frames or the like, or do any such intended methods exist

There is no way to totally preserve quality and smooth out the image - IMHO you could try Undot (http://www.avisynth.org/users/warpenterprises/files/undot_25_dll_20030118.zip), which will preserve a high amount of quality, but I'm not sure it will remove all the noise there. If noise still remains, try something a little stronger like maybe Convolution3D (http://www.avisynth.org/users/warpenterprises/files/convolution3dyv12_25_dll_20030329.zip). hth,

The picture looks as if it could also benefit from some colour shifting (http://geocities.com/siwalters_uk/chromashift.html)

Yeah, there are many problems with that Pic. Color Shifting, heavy noise and the Pic is very unsharp. Might be not easy, to get a good Video out if source like this.

Thanks for your recommendations guys. This is about the average quality of cable here on campus, so I'm just trying to get feelers as to whether I should bother capping for the next 9 months

THAT's the quality of your Cable-TV? :(
I thought, it was from a poor VHS-Tape...
That's a terible bad quality. I suggest you to try, what Siwalters wrote: Give Chromashift a try and also 2D-Cleaner.

Conditional temporal median filter should help to correct this problem.Test it.

I think I saw a filter from Neuron2 for removing those "fishs". It was posted some time ago on this board. I have no clue what search parameters I should use to dig it up again, though. Maybe you want to visit his board?

But with that amount of image distortions, I'll be very hard to achieve a good result.

U are talking about the Declick filter here. It can be downloaded from Neuron site, i believe.

I’m with morsa — This looks like a job for a median filter.
