Well the question is a bit biased...

From my point of view,
to produces good result with dvd is easier
than using anime raws producted by japanese //korean 'wannabe encoders'.

Of course i seek no offense to the person encoding these raws,
but they are cursed with various problems in most of the case,
such as interference capture, problem with the codec used etc.

So my answer will be definitely dvd since we tends to good more & more good in quality R2 dvd these days.

But of course, if you are the one encoding a tv show,
with an hd-tv, the good settings, and probably the experience,
it might be a different answer...
Of course since tv (excepting hd-tv) is more crappy than dvd,
we cannot really compare the quality here.

Without any doubt it's easier to make dvdrips.

TV encodings/caps have quality problems: in 99% of all cases, the quality is much worse than DVD material.

which kind of "TV rip"?
analogue or digital?

IMO it is not really comparable, which is easier TV or DVD, because both have their own difficulties!

My guess is that dvdrip is easier for one simple reason,
I'm mainly talking vs analog source.

For TV capture you need a strong preparation of the installation
you are going to use, if you want to avoid quality related problems,
like
cable isolation,
good VHS recorder,
good signal not parasited by your PC,
some luck (eg: no storm somewhere when the serie is airing..., or no special news flash...)
You need some dedicated tools
and a specific knowledge about capture too.

For dvd ripping, you need:
A PC
a dvdrom drive inside of it,
some tools available on doom9 pack.
and some limited knowledge about video encoding.
And you won't suffer for random quality problems...

And with that, you'll prolly get a better result without much effort,
than if you were going to do a tv capture.
