Trouble overshooting filesize in 2-pass

Hi. Using Nic's 16-07-03 build, I'm following the guidelines in the "newbie settings" to the letter.

Initially, it was overshooting by 30% or more. Turning off the Modulated HQ as recommended by the guide dropped the error to ~12%, but that's still unacceptable. Please advise :)

You're _not_ using the newbie guide to the letter.

Or why is it my eyes tell me you're using packed bitstream, which produces exactly the phenomenon you describe? *eg* ;)

(Next to that, bitrate distribution doesn't work with it which results in a bad quantizer distribution/compensation, the quality will suck for sure!)
