First i want to say a big "THANK YOU" to Doom9 Team
and all the coders !
Thank you for sharing your time and passion with us !

Now let me try to explain my problem
(sorry for my bad english).

I have read all the posts that mention this problem
and tried every solution proposed.

But my encoded files still having ghost effect during motion
or interlaced remaining artifacts. <--can i say this ? :)

So what's the best solution now ? Can somebody with some PAL Anime
experiences give me some advice ?

Most of the DVD's are edited by IDP and the only purpose of doing
this is to backup them.

Hope somebody will find a little time to help me ! :)

Which codec do you use?

I used the gknot tool + xvid codec with field deinterlace and got
a perfect result with every anime I ripped.

There are lot's of Anime with Field Blendings in the PAL-World. They are converted to PAL by a quick and Dirty Way. Even if you drop on of the Fields, you will get some Frames with blendet Fields. No Chance to get a REAL smooth progressive Video without any Blendings back from such Videos.

you could TRY to go back to progressive frames using filters "unblend" or "deblend", but the simpliest and fastest way to deal with such clips is still to use "FieldDeinterlace(blend=true,chroma=true)" ("full=" can be "false") from "Decomb" filter.
