hi marv ,
the answer to your question is yes , you can convert a vcd to dvd.
you will need tmpegenc to get the files from the vcd/svcd and ulead dvd moviefactory 2 ,for the rest.
I have converted them in 2 formats
1) dat files
2) mpeg files
however tmpeg will write you an mpeg file( thats good ) , but if it is vcd you will have mpeg1 format with 44.1 khz audio and if its svcd you will have mpeg2 with 44.1 khz audio,
both need to re-encode to mpeg2 with 48khz audio 720 x 576 for pal, join any resulting mpeg files together with mpeg tools in tmpegenc( if you have 2vcd disc's etc ) and then import the resulting file into Uleads dvd moviefactory uncheck create menu ( unless you want one)
select chapters and select auto ( 3mins is good )
below the data bar is a box with a tick , go in there and make sure dont change compliant files is Ticked
select next , next , next create dvd folder then select output
easy peasy :D
