I am designing a complex motion menu where the menu is 'over a video clip'. Basically, there is a main title, 3 boxes (each displaying video), and a title for each box (play, scene, bonus). The video clip was built in Premiere. Each box slides into postion from off screen, followed by the main title dropping in from above, followed by the title of each box sliding in from the right offscreen. My Subpicture layer constists of just 'underlines' of the 3 titles for the boxes. Their normal 'display state' is down around 30%, whereas the highlight 'select state' is up around 60%. The problem is that I do not wish for the Subpicture layer to display until about 6 seconds into the video after the titles have settled into position within the frame of the video clip. It appears as though this is possible, since the 'start time to video' can be set. This also gives the desired effect in the simulation window. When I attempt to build, I get the error:

No valid Sub-Picture exists for highlight 00:00:00:00 in Track(men_main-t) Sub-Picture stream 1.

This error disappears if I set the Subpicture layer to sync with the exact length of Video and Audio (as the basic manual states for building a menu is 'over a video clip'. I have also tried w/o success to include a Subpicture 2 layer with no hilight color that is present when the Subpicture 1 layer is not (or also defined for the entire duration of the video clip with Subpicture 1 layer starting after 6 seconds). I get the same error.

My question is basically; Must the Video clip, Subpicture layers and audio match precisely with respect to start time and length in order to create a menu 'over a video clip'?

No just the subtitle and the highlight play. The highlight stream is the place where button related things go, you must set the start time in the highlight play too.

Sometimes it helps to just right mouse click onthe highlight area and choose align highlight.

If I understand Tboytl correctly, only the subtitle and the highlight tracks must be the same length, and start at the same time in relation to the video.

If I set both the Highlight and Subpicture tracks to start at 00:00:06:20 in relation to the video, when I attempt to build, I still get the error:

Following influenza's suggestion to rt click the highlight track and choose align highlight worked. The highlight and corresponding Sub-Picture track are now delayed, allowing everything to settle in the video before the defualt underline highlight appears.

I have not arrived at the best solution to the problem yet. When the menu loops, everything starts from scratch again. The only part that should loop is the static portion with the user-selected highlight. This means I really need two video overlays, with the second as the static looping element. In this case, the audio will then be a problem, since only the audio accompanying the static portion will loop. I suppose I could just delay the audio until the pieces fall into place on the screen. I guess it is back to the design stage. Thanks for helping me solve the problem.

Why not make an intro to the menue?
I mean - the part where all the bits fly on to the screen could be a different tittle set with nicely cut music that leads seamlessly in to the menue which then loops correctly.
I've done this with MyDVD.

Yes, that is what I am trying to say in the last paragraph of the post above. "Two video overlays" means two menues; hence the additional problem working out new sound. Actually, you are correct; the first video (where everything slides on) would not technically be a menu, but just another video (title) that leads to the menu.
