For a good to high quality DVD, these settings in the quality section in CCE SP work very well for my encodes. Saves a lot of time over Avisynth if you are looking for a quick encode.

Effect Restricted Vertical Filter: 8-16
Dithered Quantization: Off
Quantizer Characteristics: 20-24
Intra Block Precision: 9
