where's the difference to use forced film using dvd2avi or not in the final work?

Ok I see, in the project the framerate is 23976 but why encoding the source with 29976 in the project and using decomb decimate i got again 23976...
Is the final video different or is the same if I use decomb?

Try reading this (http://www.doom9.org/ivtc-tut.htm). Forced film or telecide/decimate with decomb are two different methods of eliminating redundant frames, all of which is well explained in that document.
