edit resolution without new encoding ???

Hy there,

im a really newby in this stuff .....

..... so maybe someone can give me a hand .....

i have a Problem with an file ..... i convert an avi to mpeg 2 but

i have changed the size from 480 to 576 (it´san ntsc file)

my computer can handle this every authoring software give me the failure .... NTSC have 720x480 and not 720x576 ....

the File is right encodet so that the size of the stream is ok .... i only have to crop the a little from the upper and the lower black screen .... is there a possibility to do this without new encoding ?? if i take restream i can change the file to 480 but the stream is not centered in the middle of the movie, because this progi only cut a little from the lower side ..... :(

if you are trying to convert a NTSC file to a PAL file, you also have to change the framerate, otherwise keep the frame size at 720x576

but if i keep the size ... an authoring program say wrong frame size ?!?! is ther no posibility to cut it to 720 to 480 ?? with an tool ?
