Default settings and interlaced DV source

Given DV is bottom field first, does AVI2SVCD properly change field order?

The DV source I've converted plays just fine on my computers and DVD players. However, I'd like to ensure it's as portable as possible.

Should I convert to top field first? If so, what is a good method to change field order fo the already-compressed MPEG-2 files?

I myself have to manually change the field order of dvd2svcd to bottom field first, as dvd2svcd doesn't detect it correctly.

That's what I was thinking. Right now I'm looking at a mixed collection of about 100 DV-sourced clips. Don't remember which I've done what to :(
