Change from 480 to 352

When I am converting a (s)vcd -> DVD without re-encoding im having a bit of trouble with changing the horizontal size from 480 to 352, I am using DVDPatcher and it leaves distortion down the right hand side of the video for the whole movie. Now if i use the program SVCD2DVDMPG+ then i dont get any distortion however that program does not work on my computer very well so its not really an option for me.

So does anyone know a better or should i say alternitive program to change the horizontal resolution of my vcd's
