CCE is increasing bitrate

I am trying to transcode the main movie from "LA Confidential" using DIF4U, Reauthorist and CCE SP 2.50. Reauthorist chose a bitrate of around 3600 Kb/s for my movie in order to fit. However, when I ran the newly encoded m2v file through both bitrateviewer and ReMPEG2 I got much higher numbers. The former reported an avg bitrate of 4828 (Kb/s?) and the latter said 4100000 bits/s.

Either way, this is way higher than it should be and my movie will not fit. Does CCE "pump up" the bitrate somehow? What could I be doing wrong?

I think the issue I'm having is the same as 3S Doc in this post:

I thought that the large (4+ GB) m2v file I had was the encoded movie, but it must have been the original video stream stripped out from DIF4U.

(BTW, is there anyway to remove one of your own posts in a case like this - i.e., where you realize the issue is something different than you had originally thought and belongs on another forum?)
