I assume you mean DVD mpeg2 format. (DVD-R is the media).
1) check at the IFOedit list the 2cool's guides
2) You can use TMPGenc to produce the appropriate mpeg2 video & audio streams and author the DVD with ifoedit.
3) Use some other commercial product like Maestro

grab tmpgenc
insert the divx in the bottom
load the dvd preset you want (PAL or NTSC or FILM)
in settings, advanced tab, set the 'source aspect' to 1:1
on the general tab, set the VBR method and bitrates
encode.
is that easy enough for you?

The ehing I actually need help with, is the choice of resolution. What do I choose for output resolution when the DivX-file has a resolution of 640*280?

setting the 'source aspect' to 1:1 will make sure that the final clip will keep its aspect ratio.
