Is there a program that can fix the spelling mistakes such as replacing a l as an I and spacing and puncuation?

Also, as a side question... if the movie is originally 29 fps, and then you use IVTC and change it to 23 fps... do you have to do anything to the timing of the subtitles? Thanks!

If you used SubRip there is some corrections that can be applied to the files after they are done..

Also if you are using time based subtitles like srt subtitles you don't need any changes since they go on time and not the amount of frames in the video..

Try Subtitle Workshop. It has a lot of routines to fix OCR mistakes, and you can define your own on an "OCR Script".
It can also use MS Word's engine to correct spelling...
