Probably a simple question...

I've ripped a few movies some are 2 hours long, some are 1hr 40mins long etc... When ripping the 1hr 40min movie the resulting total vob file sizes are greater than the 2 hour movie! I.e

2hr film = 5.3GB when ripped
1hr 40min film = 7.2GB when ripped

Is this normal? Does the length of a film relate to the ripped size?

This "phenomenon" is absolutely normal, because the size is related to the lenght, but not that directly...
The encoder chooses a bitrate, that is the bits he wants to spend for every second of the movie...
If this bitrate is very high, then a relatively short movie may eat up the same space a long movie with a lower bitrate/s would do (or even more)...
Normally the compressionists try to get the best out of the capacity of the DVD, in the case of most DVDs, which have two readable layers, are called DVD-9 and have a capacity of 8.5 GB (if 1kb=1000b), he would try to get as close as possible to the 8.5 GB, to achieve the best possible quality...
The higher the bitrate, the higher the quality (well, not alway, but in most cases it's true...)
So the guy who encoded the 2hr-movie did either a bad job, or probably spared this space for the extras...
