:D Great Forum!!!
I am new at this game. I have a divx movie that is in 25 fps
I am in North America, but i can't see how to convert it to 23 fps in Avi2Svcd 1.1.3 build 2, will it still play in dvd player?
If Not, what do I do??

There is a line you put in the avisynth script to make this conversion. Do a search, I don't remember it off-hand.
Nearly all European DVD players will play NTSC SVCD's @ 23fps. So I'm guessing the vice-versa applies and North American DVD Players will play PAL @ 25fps.
If you need to check there are two easy ways.
One is the sample image files linked from Q17 in the FAQs. Download the PAL disc image, burn to a disc and try it.
The other is to get Avi Chop - it's an 8k freeware utility that you can download in like 1 second (Google search will find you a zillion host sites). Make a 60 second Avi clip from your original and just do a quick encode (choose CBR in your video encoder for speeds sake) and try that in your player.
I'd be very surprised if you have to convert the framerate.
Hope this helps

Seems logical, but usually isn't the case. I guess it's just because we're stubborn Americans :p Most US DVD players don't do PAL -> NTSC, but there are quite a few out there that will (can't think of any models off the top of my head).

I think the command you are referring to is:
AssumeFPS(23.976)
