MPEG1 Header Editor

Does anyone know of a MPEG1 Video Header Information Editor? something along the lines of ReStream but for MPEG1 video.

Try dvdpatcher (http://kickme.to/DVDPatcher) - it is meant for mpeg2, but there have been reports it works for mpeg1 as well.
