can i get some ideas how DVD-RW disc are being format to be used as a BIG floppy drive with the ease of DRAG & DROP in window explorer?

what software are needed?
are datas reliable safe after dropping into the DVD-RW disc?

As to your last question: No, the data is far from being safe. The disc is rendered useless / unreadable the same way which it works for cd-rw media
