joining tracks with different levels

I have to join two tracks that obviously have slightly different levels (I mean, one is louder than the other)

I'm using SoundForge 6.0... can anyone help me to wipe out this difference ? I tried normalizing but it didn't change much...

tick in the process,volume(in sf program of course)
and adjust the volume....is better than normalize.

you can try normalize by peaks,but i don't like the result!
is too loud,and loud audio not mean good quality.
