I was just wondering about this since it would save some space by not having to encode that one extra frame per second, which just is a blend of the two frames before and after it anyways...

Yes. I'm attaching a program which will convert from 23.976 to 25 fps. It takes two arguments, the input .m2v and the output .m2v. There appears to be a bug in the program since scenarist rejects the produced .m2v but dvdmaestro accepts it and is able to compile a dvd just fine with it.

1. Every 12 frames (more specifically, roughly every 11.707 frames (meaning 12 frames most of the time and occasionally 11 frames) if you feed it a 23.976 input and every 12 if a 24 fps input is given).
2. I have no idea.

Which S/W do we usein DVD Maestro or Powerpack to convert 24 to 25 frames
