I've got a PAL mpg encoded at about 8000k, and I'd like to convert it to an NTSC SVCD. I've used DVD2SVCD for a long time now, so I'm well versed with that, but I'm unsure as to where to start on this. Any help on any aspect of this would be appreciated.

Ok, since nobody has any ideas, here are my thoughts. I need to convert the framerate from ~25 (PAL) to ~30 (NTSC). If that sound correct, do I need to re-encode the video? Do I need to do any coversion on the audio?

if speeddown by approx 5% is acceptable, you can make the following:
create a NTSC-Film-SVCD (480x480px with 23,976fps).
slowdown from 25fps to 23,976fps can be done with avisynth( or TMPGenc, too ????).
The DVD-player will telecine the 23,976fps Film to 59,94 half-fps.
