How can you tell if a DVD is PAL or NTSC?

NTSC DVDs are 29.97fps, with a 720x480 resolution. PAL DVDs are 25fps, 720x576.
Of course, if you're not ripping DVDs, the information is still available in the data on the disc. You'd need a tool that parses the IFO files on the disc, such as DVD Decrypter, Vstrip, etc. (Guides are available at www.doom9.org.)
Sometimes, it's obvious by the published Region, or the country of origin. For example, Region 1, US/Canada, is NTSC. But Region 2, if I'm not mistaken, includes both Japan (NTSC) and Europe (PAL).
The easiest "non-technical" way is to look the disc up at www.imdb.com -- for most movies, the Internet Movie Database website will have technical DVD details for all published versions available DVD worldwide. The data comes from the publishers, and that is why it is not necessarily foolproof.

japan is region 2 NTSC, europe is region 2 PAL.
Anyway, it's very easy to find out in PowerDVD: click configuration -> information. There look for "TV-System"
