many of the low end dvd authoring programs will let you give it a avi, and when it compiles, it encodes the video to mpeg2 for you.
one of the best to do this is Ulead DVDWorkshop.

Ulead Workshop Verison 2 Will convert almost any video format into mpeg-2. However, i recently tried converting some xvids with it, but had little success. At first the program seems very nice as you can configure the encoding settings for mpeg-2, for example the bitrate you want the non-standard mpeg-2 files to be encoded at. I calculated the bitrate I want to encode all my xvid files at to fit on the dvdr and was really pleased with how easy it was to create a menu with this program. After leaving the computer on over night to encode all the xvids i selected into mpeg-2, the resulting vob files came out to be over 7 gigs, when the program initally reported it would be 4.2gigs! Basically what im saying is be careful with the encoding settings or test to see if the outputted file size is really the size the program reports it will be - for me, it has been off consistenly. Now what i do is frameserve the xvid files into cce and encode them into mpeg-2 that. It can be a pain, but the quality is unmatched.....

I tried Workshop but it kept crashing my pc (XP) So I tried Ulead Factory and it worked fine on a 200mb file but when I tried my xvid
file (700mb)it reported it was to big Required space 4.7, Available
4.4 So it is too big for the disc. What now?

Studio 8 and ShowBiz can do that. In my case the problem is that the video freze from a certain point to the end. In both programs.
