Program to normalize wav files

Hi.

I was wondering if there's a good freeware program to normalize wav files. I cannot afford to buy the professional audio editing suites (WavLab e.t.c.) so if anyone knows of any good program please post it here. Quality is my main concern.

Thanks in advance for any help.

P.S. : I saw the WAV normalize program in doom9 downloads however I would like to know how it compares to the professional editing suites, qualitywise.
