What program to Burn and what to mux subtitles?

what program should i use to mux and which other to burn subtitles when converting a dvd to a vcd?
what programs to burn andwaht to demux?
2 more questions:
1.-is it possible to make a mpeg-1 file in demux mode and then burn it to a vcd(or s-vcd) and turn on and off the subtitles when playing it on a domestic dvd player? if yes, what program can make this?
2.-tell me about a program (not dvd decrypter) that can extract the subtitle file from a vob file (i have a dvd movie on my HD but there are only vobs, and no .sub or other subtitle extension files.

vcd subtitles can't be turn on and off, it's there forever; svcd subtitles can be turn on and off, unless it's burned in; read the guide http://www.doom9.org/subtitle_guides.htm
