Frameserve from Vegas Video to TMPGenc ?

is there any way to frameserve with vegas video ? Is there any way I could use AviSynth to do it ? or any AVI plugin that i can use to frameserve my video.

At this time there is no way to frameserve from Vegas to another application using Avisynth. There may, and I emphasize may, be some forthcoming developments fairly soon that will allow it. Keep your fingers crossed and your eyes on the Vegas forum or the NLE forum here.

You can frameserve to Vegas at this time using VFAPI (free) or Link2 (commercial). That would be off topic here I think. Please ask in the NLE forum that is here on Doom9.
