Poor playback quality with moving things

I've encoded with divx 5.03pro, double pass, bitrate 1600 kbps, and left every other setting by default.

In playback, everything looks fine, but when characters are moving, they seem broken in lots of horizontal slices. Slices merge when the character is standing still again.
The background is ALWAYS perfect, the problem is with moving things.

This is so called interlacing.
You've got to deinterlace.
How/What type of deinterlacing you've got to use is explained in some doom9 guides, or look in the avisynth forum...
