Moving/Removing chapter marks

Here is the situation. I have a DVD that has 8 chapter points in random spots and I want to only have 5 chapter points at exact times I set. I tried using ifoedit and it wouldn't allow to pick exact times, only cell ID's, and I would still have 8 chapters after that.
If someone could tell me a good program to use or a way in ifoedit to get it to work for what I need, I would greatly appreciate it.

I believe I had read that u can set chapter points in ifoedit.
