Obviously I'm a newbie but I've been hunting around for an avisynth noise filter. Do I copy this file to my win/sys32 directory in order for avisynth to recognize it?

Copy it to the plugin directory.
There is a link in the start menu/AviSynth 2.x/Plugin Directory

I'm still not understanding how to install Avisynth filters. Which files do I copy into the plugin directory? I'm using Avisynth with Staxrip, so all of my Avisynth plugins are in the Staxrip directory, but only the dll file. The filter that I want to install has 15 files. What do I do with the rest of the files.
Also, Staxrip appears to have pre-defined Avisynth filters that it uses, will it even recognize an additional filter if I install it?

The dll file is the only important file. The rest of the files are either documentation or developer source code. (There are a couple of files that also need fftw.dll or similar in the system folder.)
If you want to use new filters, you'll either have to add them in the script manually or edit staxrip's templates (assuming it has avisynth templates, I'm not sure).
