how can i change the quilaty of any movie(avi,mpg...)?
and which programs can make dolby digital (5.1)?

Buy the original DVD and rerip the movie to 2 or more cds with the orginal dolby digital soundtrack :D

You can reduce the quality of a file by re-sizing, filtering, or reducing its audio or video bitrate.

You may be able to do some minimal quality improvements through select filtering....but don't expect much.
