Can't fast foward or rewind

I riped and burned Starwars 2 on a DVD-R single layer (5)and i can't rewind or fast foward or resume, all i can do is play the movie and pause, that's it. Every thing is working well on my computer with WinDVD. Before i burned it, i did the "get vts sector" things and i did everything about vob extra in ifoedit, but it didn't work. I get this when i try to edit the cells in Ifoedit:

MPEG2Dec: Error during decoder initialisation

What is this mean?

I used Tmpgenc to change the bit rate and it is a full screen version in NTSC system, 23,967 fps.

Anyone can help me? :confused:
