Motion Search Precision

Can anyone explain me why the "Motion Search Precision" video setting in TMPGENC that could work only with VBR, give more quality also using CRB. If i set a CBR of 2520 KBps (SVCD) and I try a "Motion estimate search (fast)" I got less globai video quality that using "High Quality (slow).
So, the question is : have I to use (or not) High quality video parameter also for CBR videos?

A better motion search results in better quality regardless of the video bitrate or bitrate mode (CBR vs. VBR).

So the answer is yes: use "High Quality" motion search precision for CBR, too.
